Added 7 bulbs but cannot add any more

I got a starter pack with four bulbs and a hub and three separate Hue bulbs. These have all set up fine. Is seemed like two of the bulbs were already linked to the hub

Then I got another starter pack with a hub and four bulbs and I want to ignore the hub and just use the bulbs with the first hub that I have already set up.

The problem is, none of the bulbs ever become visible.

I was thinking that maybe the bulbs were already associated with the hub that they came with, and so I tried to factory reset them. I followed the directions from Philips on how to do this but I never was able to be sure I succeeded.

Any notion of why these bulbs might not be visible on the first hub? Should I just use two hubs?

Note that I am not using the app at all, just Indgo and the Hue plugin.
