Homekit won't start after moving to new 2018 Mac Mini

Moving from MacPro to new mini followed the instructions in the getting started, all my devices came over no problem. However Homekit plugin tries to start then times out in a "stopped" state. Tried reloading the plugin, same results. What next? It's on Mojave 10.14.5
