Force a plugin config to appear on reload

Is there a way to force a plugin's config dialog (PluginConfig.xml) to be displayed when a plugin is reloaded?

The use case is that a nee version of a plugin may require some property that is not yet present in the saved plugin preferences. I can trap the error and log a message to re configure the plugin. But, I'd rather have the user address the problem immediately.
