MQTT devices disabled

All of my MQTT devices indicate that the "plugin disabled" in the devices window. In the Interfaces > Manage Interfaces > Plugins window, both the Broker and the Connector indicate that they are enabled. I've tried plugin reloads, disable/enable, and plug-in reinstalls with no success.
Do I need to remove the two plug-ins and reinstall them? - if so, is there a proper protocol to follow?
Or is there something else I need to do?

Neither the Connector nor the Broker create MQTT "devices" that represent physical hardware. "Pure" MQTT devices are created and managed by the MQTT Shims plugin. Other plugins can also create MQTT devices, like Aaron's ShelleyMQTT plugin. I expect it's those plugins which are disabled or missing.
