Hue support for ramp rates within the Hue App?

i was wondering whether the Hue app makes it is possible to control ramp rates? ... or is this a feature that is unique to the Indigo Hue plugin? i did a quick look around the app, but couldn't seem to find how to configure it, or even whether it is supported.

(a friend has Hue products but doesn't use Indigo and was asking me how I got my Hue lights to ramp up/down. )
