My home phone is essentially a voip system as I understand it. Its part of my cable package which includes TV, Internet and telephone. The telephone is connected to the internet modem box (Ubee DOCSIS 3.0 compatible). Wondering if this plugin would gather the caller ID info in Indigo.

Probably not.

It is very dependant on the system logging from the Cisco VOIP adapter.
