Running WS 4.x pre-flight for if/when tester needed.

Presently running WS4 on an extra box so easy to be a 'tester' without disturbing my 3.x setup.

I'm hoping that a plug-in adjustment for WS4 is planned at some point in time :)

I'll be working with Jay on this. WeatherSnoop 4 uses the REST API exclusively, so the Site Document discovery URL is different, but the data format is pretty much the same.

It should be a very minor update when it's all said and done.
