geofence not working in iOS11

Home remote geofencing was working perfectly in iOS10 but something in iOS11 is causing it to never work. Even opening the app when home won't run the geofencing action. Location is set to always in settings.
Clicking the home or away icon in the widget does the correct thing however.

Turns out I had to add another geofence action for the app to ask for location permissions again even though they were already enabled in settings.
