I followed these steps:
1) Deleted all Indigo devices from Alexa through the web interface
2) Set up new 1st gen echo through Alexa app
3) Asked Alexa to "Discover devices" in 1st gen echo. I did NOT turn off or disconnected from the network my 8 other echos.
4) All 69 devices were discovered in the first try.
5) Tested voice commands from newer echos and they work fine.
Thanks for posting this work around in the thread. Now crossing my fingers so that Amazon does not have a way to update the firmware in these old echos!

jdxs wrote:Yep! Gen 1 device resolves the problem.
Just connect gen 1 device, Goto alexa.amazon.com then smart home then devices, forget all devices then discover.
If you are unable to find a cheap gen 1 device, Amazon has them for $70 for next day Prime delivery. They are classed as refurbished but appear to be brand new.
