I have tested the timer on the control page and when using the whole string like 00:09:51

then the second updates is not correct it only updates every 2-3 seconds I have tried it on the Mac with indigo installed
and on a iPad same result.

is this the best we can get on the seconds update ?

It's not really possible. Indigo Touch updates information from the server every 2-3 seconds or so. More frequent updates would cause significant network and processing issues.
