Would like to create a test bed for development

I would like to create a test bed for doing some indigo development. Something like the Demo Server that you can connect to on the client side. But I want to run it locally.
Is there a Insteon Device Simulator Plugin? Something that would let me create devices and create a virtual home environment I guess I would also need a Z-Wave device simulator.

Does the Demo Server have actual hardware connected to it because the more I think of it, it is probably exactly what I need, just a local copy.

The demo server is just like any other Indigo Server - its running on a colocated Mac. It doesn't have any interfaces connected to it. On Insteon/X10 devices, if you put "- sample device -" into the notes field, you can disable the Insteon/X10 interface but the device will continue to look/operate as if it's working. The line in the event log will look like this:

for instance.
