PID or fuzzy-logic Thermostats

I have both Z-wave and Insteon in my house. I have a 2-stage HVAC system (cooling and heat-pump). I am currently using an Evolve T100R thermostat. I works properly and interfaces with Indigo just fine. What it doesn't do is keep my house at a constant temperature.

It is a simple proportional thermostat. When doing heating the temperature must drop 1 degree below the set point to engage 1st-stage heating. It must drop 2 degrees below the set point to get 2nd-stage heating. (Same for cooling.) So when it is cold my temps sag by at least 2 degrees. I would like something that was smart enough to look at the rate of change (differential) and realize that it need to get on 1st-stage heat as soon as the temp is dropping, and get on 2nd-stage heat if the temp is continuing to drop, even if it hasn't reached a drop of 2 degrees.

So, does anyone know of a commercial PID household thermostat that will actually keep the temperature constant? Better still, one that speaks Z-wave, WiFi, or Insteon?

My CT101 with heat pump seems to work fine. Never out by more than 1/2 degree.
