Forgive if posted in the wrong thread!

Is this possible 'somehow' through Indigo?
For example door bell rings (z wave relay or something causes trigger). On client (touch/ control page) have an icon to hold and talk relayed to door bell speaker. Where obviously their speech is sent back. Essentially an intercom but when linked to doorbell and cctv becomes a video door entry system . I know doorbird gets some support but it's expensive and I'm not sure allows 2 way communication outside indigo i.e. has to be via their app???

No, you'd need to look at a 3rd party solution.

As a follow up question - is it possible to send voice messages to the Touch app or have the IPAD speak text while Touch is running - if not, is this on the feature request list?

Not currently possible, I'll add it to the feature request list.
