Start Timer vs Restart Timer

Hadn’t really noticed this before but I always assumed that a restart timer action would only restart a timer that is running and start timer
action would of course start a timer that is not running.

Seems I was wrong as restart timer will start a timer that isn’t running.
Is that how timers should function, and if so what is the difference between start, and restart timer?

Start will do nothing on a timer that's already running - Restart will start OR restart it from it's start time regardless of whether it's running or not.

Ok, great. I just had it backwards.

Just me maybe but doesn’t restart imply resetting a timer that’s already running, and start would begin a timer that’s not?
