Virtual dimmer/roller device

I need to have a dummy device that acts as a window covering in Homebridge. It doesn't matter how it "looks" like in Indigo.

For that I need a virtual device in Indigo.

What I want to achieve is that an actual windows covering never reaches 0%, only 1% and that Homebridge considers 1% as closed.

How can I do this?

I can use a dummy X10 light for that.
