Note it could either in the same outlet or same circuit as the PowerLinc itself. UPSs (and higher end surge strips) are notorious for causing problems, but sometimes it can be something as benign appearing as a phone or tablet charger wrecking havoc.

Did you happen to upgrade your macOS version on your Indigo Server recently? What version of the OS are you on? Have you changed the USB port that your PowerLinc is plugged in to? Have you added any new USB peripherals?

That log fits the typical signal noise pattern. Have you plugged in anything new lately into your home's electrical system? Any new lightbulbs? A UPS? A standalone battery charger for rechargeable batteries (I have one and it is the noisiest piece of crap I've ever seen)? One thing that you could do short of turning off circuits (which I still hold is the best way) is to dig through your Indigo log files to see if you can spot on what day the trouble started happening (assuming you have log files that far back). That might help you pinpoint when things went south and perhaps it will jog your memory concerning changes that might have happened.

So the MacOS and Indigo config have remained unchanged. But there are new and different things being plugged into the house every week. We got a new washer and dryer this summer and my wife got a new phone + wireless charger.

I think digging into the logs is a good idea and I'll try that. Is there a good open source log reader that might help me ?

Also, would an electrician have tools that could spot "noisy" appliances?

The logs show that the issues coincide with the basement installation, yet cutting the circuit to the basement doesn't seem to fix the issue.

When you did the basement work, did you move anything to a different location in the house?

How many circuits did you add for the basement? Were any other circuits moved in the breaker panel?

Wireless chargers are new to me. Was that about the same time?

Nothing electric was moved but there were a few new circuits added. I've turned those off for a test.

I did find a switch that is unable to sync with Indigo. I air-gapped that switch and nothing changed. I also tried moving the PowerLinc to a new outlet. I would replace it but there are so many reviews of broken PLs so I'm lucky mine still works.

It is worth mentioning that when the basement was done (June) there were a few no acks and a few communication issues but it has gradually gotten much worse and now there are errors with almost every command to devices. I'll have to find some time to go circuit by circuit.

Quick update on this. I replaced the Insteon Interface and resynced all the devices. There are a few that refused to sync and I'm guessing those are causing the issues. Most of the wireless devices refused to sync (but they still report status to indigo) and most of the ApplianceLinc devices also failed to sync. The network is a lot more stable right now but still not error free.

I'll replace the troubled devices and see if that fixes the issue.
