LED light string won't go dark when off

LED light string won't go dark when off

I have a 6' LED light string that when connected to an Insteon device will not go dark. I have tried a dual-band Lamplinc dimmer.(#2457D2) and an ApplianceLinc (#2456S3). The bulbs are dimmable for sure. When connected to the LampLinc I can raise and lower brightness, BUTeven when at 0, or off I can never get them to go completely dark or off.
Any suggestions how to get the LED's to go dark?

There is a small amount of current that leaks through and it's enough to excite the LEDs. What I have done to counter this is to use a "dummy load" like this: http://a.co/d/caT1THL

The Amazon price of $20 + $14 shipping is TOO MUCH (at least that's the price I see). You can likely find something similar at Amazon or elsewhere that's more reasonable by searching for Dummy Load.
