Are links defined in Indigo (Manage Indigo Device Links) operational when Indigo is not running?
Or are physically defined links (setting them up on the physical devices) the only way to have links persist with Indigo not running?

Direct INSTEON links you create, either manually or using Indigo's link editor, will function even if Indigo is not running. This is in contrast to logic that occurs as part of Trigger or Schedules, which will only run if Indigo is running.
