Hi,
I have been running 6.x for several years and recently indigo seems to go into a state where the UI is hosed. it just shows a spinning wheel. I have to force quit and then restart.
So, I decided to upgrade to 7.x thinking that this would solve the issue, but it didn't do anything. Still the same problem.
Can anyone suggest what might be causing this?

Does the UI come up at all? If so, what do you see? Also check the Event Log window (or folder if you cannot get to the UI):
/Application Support/Perceptive Automation/Indigo 7.5/Logs/
to see if they offer any clues.
Lastly, try disconnecting into USB based interfaces (PowerLinc, Z-Stick, etc.); can it then launch without spinning?
