The only way to replace a 3-way circuit with Insteon switches and not lose any functionality is to set up a virtual 3-way with two Insteon switches: One switch controls the load as usual, and the second switch controls no load and is used only as an Insteon controller. You cannot use one Insteon switch and one non-Insteon switch and have correct 3-way functionality.
You could replace only one switch and cover up the other panel. The only purpose of the second switch in this setup is to control the first via Insteon.
Note also that you can (usually) wire either switchbox to control the load.
