Kitchen lights flicker on Insteon commands

I have (9) Lightolier Lytecaster 1050-D Series fixtures installed in my kitchen ceiling. They are dimmed by a Leviton 66EV-10W 300W dimmer. They have been there for about 8 years.

I have a variety of Insteon modules:
SwitchLinc Dimmer
SwitchLinc Relay
ApplianceLinc
On/Off Module 2635
Thermostat 24441TH
ToggleLinc Relay
Dual Band Micro Module Relay
Motion Sensor 2844
PowerLinc Modem 2412U

For years everything has been happy. Recently all 9 of the kitchen lights started to flicker on every insteon command. Note that the kitchen lights are NOT controlled by Insteon.

I replaced the EV dimmer on the kitchen lights, which decreased the flicker for a few days, but it is back at the same intensity. At this point we're leaving those lights turned off since the flickering is so obnoxious. I wonder if I need a filter of some sort in the line to the kitchen lights?

Any suggestions please.

I unplugged each module and turned off breakers for hardwired devices one by one. I found a bad SwitchLinc Relay.
I replaced that switch and all is happy again!
