Fibaro fgd212 dimmer not dimming

I have two Fibaro fgd212 dimmers. One is dimming properly, but the other as soon as I dim it, it comes back to 100. I don't have any triggers on it and I see in the log that dimming command was sent, then it reports 100 right after. As far as I can see both have the same settings. Any ideas?

I think I figured out why it isn't dimming. This module has a system that identifies if the load is dimmable and if it thinks it's not, it acts as a switch. In my case, the lights that I have are old and were not dimmable even though the old Insteon modules were able to dim them somewhat (very uneven). When connected to the new dimmable leds it works correctly.
