I have RCS TZ45 z-wave thermostat. Is there a way to set the setpoints (for heating or cooling) from a variable? Does it have to be scripted? If so can I query the z-wave parameters from the device to see what needs to be changed?

Yes, it has to be done from a script. Check out the thermostat API docs for details.
