There is a few aspects that stand out to me here
1. In my experience when someone adds to a multiple page post, with logging and useful details etc. and says "I have the same problem!!". Most of the time that is not actually the case, particularly here without any information supporting.
2. If it were actually the case, eg. same problem, then as commented above the same steps would have resolved.
3. I'm not sure what the xcode command line tools would do, one would presume they wouldn't install a non-compatible version. So would suggest you do update, deleting and reinstall as per the Xcode troubleshooting in this thread
And failing any solution to that. post the log output may shed some further light on the likely different nature of your issue.
