Correct. If your skill only specifies English(US), it will only be deployed in the US store regardless of whether the user specifies a language of English(US) when configuring their Echo device in another region. And, for non-english locales, they actually parse all responses and if it's not in the specified language (german for instance) then it fails validation/certification. So step 1 is to get English working in the english speaking regions, which we hope can be done in the next few days.
Then step 2 will be to figure out how to localize all communication into German, French, and possibly Spanish. In other words, a non-trivial amount of work. We most likely will be asking the community to help with the localization of the various strings, but we need to consolidate them and figure out the logistics of the effort.
Lots of manual change required for each locale (English US, English UK, French CA, German, etc), some of which requires us to remove the currently published one before we can build/test/certify/deploy, so we play the waiting game with slow Amazon request turnaround times.
