Pre-Release Solcast Solar Forecast Plugin

I have created a really simple plugin that works with the http://www.solcast.com and can be used to create a daily PV energy generation forecast that can then be used to build logic to decide to charge a Powerwall or equivalent on lower cost electricity from a Time of Use tariff like Octopus Agile, or an off peak lower rate. This cane be used to minimise the amount of electricity you need to import during the peak period.
This should work globally. It is really basic and has limited error checking and validation in this early version.
