Inactive Timer = 0 seconds remaining

Hi,

When a timer is set to inactive it will fire a trigger "with time left in in seconds equals 0". Is this intentional?

Yep, that's intended behavior. To trigger only when the timer expires, use the Timer Expired event rather than a device state changed event.
