Plugin with ALL or AND group Trigger

Are there any plugins that are out there which allow to trigger on AND or ALL selected devices.
EX:
When all the selected lights are OFF, do this...

Hmm. Occupatum would do that if you first used Masquerade to make pseudo-sensor devices from the relays and dimmers that represent your lights. Right now it only allows you to pick sensor type devices for the logic.

You can do that with a device group if all the devices support on/off (relay, dimmer, binary sensors).
