So could I accomplish the same thing without WPMs, with Ra 3 just having full size dimmers in a closet and keypads in the room?

Yes. The WPMs are just easier to install with less boxes.

I hope you don't mind if I pick your brain a little. The foundation of our new house is mostly done. I'm getting a little nervous about planning the home automation/audio video stuff.

What do you know about Control4 and how it can function with Ra 2 or 3? Is it something that you'd recommend?

Control4 does work with Lutron. I think both RRa2 and RRa3, as it's listed as a partner on this page: https://radiora3.lutron.com/us/en/whats-new

But what do you want Control4 to do? It's mostly an automation system, similar to Indigo. They also have a line of switches and dimmers, but you'll be using Lutron for that. The only thing I would use Control 4 for at this time is AV control. Now, if I wasn't using Indigo, I would consider Control4 for automation and AV control.

But what if Lutron never gives you the info you need to make Ra3 work with Indigo?

I do like the fact that I can fool around with Ra3. I doubt that would be the case with Control4. I also know that the Lutron installer no longer needs to make a house call to modify the programming with Ra3. Don't know about Control4.

With Control4, you can get the software to program the system, I think it's called Composer Home. The only thing you can't do is add new hardware to the system, that requires an authorized programmer. And it can all be done remote.

I'm still waiting on Lutron for the official API. They haven't said no, but they're certainly dragging their feet. I'll probably start looking for sources for an unofficial version at some point.

I don't have RR3 yet but I have a friend who does and can probably set up access from my Indigo to his system if it would help test things.
