Takes three tries to get action to execute through Homepod.

I have an Indigo action that automatically turns on my exterior lights 30 minutes before sunset. In HomeKit I've set up an action called "Outside Lights Off'. Siri via Homepod recognizes the command but the first two times it doesn't works. Siri thinks the action was successful on each attempt. On the third try the lights go out and I see it int the Indigo log. This is a pretty consistent bug.
Also it appears if I turn on the outside light via the defined "Outside Light On" action in HomeKit the light will then turn off correctly on the first voice command to Siri. Any idea what is going on and how to fix?

Does the command work first time if you do it via Siri on your phone?

Shut off on the first try with iPhone Siri.
Need to do some additional tests to make sure the results are consistent.
