I don't know which plugin(s) you are using that are causing the problem, but you will have to track them down by disabling all of them and enabling them one at a time. The plugins included with the Indigo installer all work.
Note it could also be an embedded script. If you have any embedded scripts that are making any calls that might block if there is no connectivity then that can also cause problems.
The Indigo Server does its best to sandbox plugins and scripts so that if one blocks or hangs it can continue to function. That works well in most cases, but it isn't 100% foolproof. If we can isolate which plugin is causing the problem and reproduce the problem here then we can try to see why it is causing the Indigo Server to also block. But for that to happen you'll need to identify the plugin causing the issue.
I don't know why you are seeing the license activation dialog. Again, we cannot reproduce that problem. If you were switching between versions of Indigo, re-running an Indigo installer, or moving around Indigo's preferences folders/files then that can of course cause the license key to need to re-activate with the server. But just losing network connectivity should not cause that problem, nor can we reproduce that problem here.
