The first time the last update was around 4am. I performed a reload of the plugin in the evening and I checked it an hour later and the last update was at the reload of the plugin. That is what I meant by the plugin not updating.

Did you have to apply the workaround before you upgraded to 10.13.6 to make the PowerLinc work correctly?

No it didn't. IIRC I didn't need that work around when I set up my new iMac a few months back after my mini died.
