Converting to another language

We want to convert some Device information (like a weather forecast) to another language.
For example: the "icon" info "wind" to another language or the "summery" "Partly cloudy to Chinese or something like that .

Is there a plugin for that kind of things?

If not, could someone help us with a Python script?
And for this script, is it necessary to first convert the English Device info to a Variable (with a Device changed Trigger)?
Or could this script directly convert the device info to, for example "other_language" Variable?
