I honestly don't know if it's a possible solution here, but I was just reading an article about ratgdo. I don't know enough about it to recommend it (or not) but the local control aspect of it makes me want to buy one just to support the project.

If I'm not mistaken, if you send a value that's equal to what it's currently set to, the device won't register an update (but I wouldn't swear to that in court). I have the same problem; If I'm not mistaken, that information is stored within the Z-Wave controller and Indigo is simply passing along what the controller reports.
