Nothing "broken" at all - if you directly link two INSTEON devices, then obviously Indigo will have no opportunity to jump in between the sending and receiving devices to insert the condition. Note that Indigo never creates inter-device links - you must manually create them in the Device Links dialog or physically link two devices together.
