Recovering from a power loss.

I live in the country and, unfortunately, we have our share of power outages. I have all of my outdoor lights set to be controlled by Indigo with some on dimmer switches while others are on-off. I noticed that when we have a nighttime power outage the switches seem to keep their state after the outage but the dimmers do not and the lights do not return to the on state (all switches and dimmers are GE). Is there a simple way that, upon a power outage or indigo restart, to reevaluate all triggers and if still applicable to re-execute them?

I asked a variant of this a while ago.

What I was advised is a trigger on server start that sends status update requests to my key devices that often become out of sync.

You might be able to do the same idea to re-set the correct state of the devices.
