Hot Water Recirculator - Timer based on Motion

I have a hot water recirculator hooked up to my kitchen sink. I'd like to automate its activation based on motion.

My setup is a Fibaro ZWave motion sensor -- and an IO LInc to toggle the recirculator.

The logic I'd like to have is that if motion is detected, to trigger the IO Linc -- but no more than once every 20 minutes. The goal is to not have this thing constantly running -- but triggered frequently enough that it's effective.

What's the most straightforward way to accomplish this? When I was attempting to set it up I felt like I was over complicating it!

Create a trigger on motion that:

A) activates the IO Linc
B) disables the trigger
C) enables the trigger (delayed by 20 minutes)

Some will suggest you merge C into B with the auto-back-on function but I prefer separate.
