Test for circuit breaker tripped

Have an outdoor circuit used for some pond pumps and lighting. With heavy rain it tends to trip
some ground fault receptacles or the circuit breaker. I want to set up a schedule to check if indigo
can’t communicate with devices on that circuits. All the devices on this circuit are insteon.

Looks like a python script can do that with a “get the state of device” and if it shows an error that
will than send an email or activate an action group. My python scripting is very limited so any hints
as to how to do this would be much appreciated.
