Action Disable option

I'm not sure if this has been previously suggested, in any case, I couldn't find a request if there has been one*. So...

I would like to be able to disable an Action (in all places actions are defined) without having to delete it. The interface might be a simple checkbox, perhaps located above the [] Delay by setting. If more than one Action were associated with an Action Group, Trigger or Schedule, the disabled state would be shown in the Show All view.

The immediate use case is the ability to have an action step available for debugging - like logging a device or variable value, that could be turned on (enabled) as needed.
