I'm not sure when this started happening, but the option to disable control when the phone is locked does not seem to be working. The buttons on the lock screen (or whatever it's called when you swipe right) as well as my watch execute the controls just fine whether the phone is locked or not.

Have a look at iOS Settings > TouchID > Allow access when locked

and

iOS Settings > Home Remote > Security > Disable when locked

Both are set to not allow access when locked
