I actually think that I have FINALLY figured this out. Where I thought that the error was part of the URL process that was pulling the data from Weather Underground, it was actually the encoding process that turns the JSON data into something that simplejson can understand. What made it weird was that it was choking in the independent plugin process but seemed to work as an embedded script in Indigo.
Anyway, the short version of the story is that this one location is encoded as "ISO-8859-1" rather than "UTF-8", and with the proper encoding, seems to be back on track.
I have a couple few other things to button up with the next update, but that shouldn't be too long now.
