For variables one can use the value of the variable for imageName+VALUE.png

Is this not true for devices/states(value)??

PlainButton_smGW+.png
PlainButton_smGW+normal.png

The image for "normal" is not used, even if the state value is "normal"

That works fine - I use it all the time. In your selection box you are selecting the static version of it, though:
PlainButton_smGW.png

You need to select PlainButton_smGW+.png
