create one and only one device of a type

how can I make sure that only one device of a type is created?

here is what I like to do:

indigoplot split into 2 parts:
1. One "device" used to define which data should be tracked -- that must be done once <== this is my direction of how to manage this.
or should that stay in config, as it is shared across all plots?
2. one create a device for each plot to define and setup parameters , thats ok

If you have a singleton like that, it's generally best to keep it at the plugin config level.
