This post (Need Simple Script-30 min from use?) that I replied to today (1st January 2015) at 11:14 am (GMT aka UK time) does not appear in the Active list whilst older posts do.
I wonder if I am missing any other recent posts that I can't see

What are the forum post attributes for something to appear in the View Active Topics list?

Honestly, I have no idea. Phpbb has some very quirky behavior that's very hard to explain. And the admin UI it terrible.
Note, active posts does not equal recent posts. We use the RSS feed so we see all posts.
